LAFCo is responsible for establishing, amending, and updating spheres of influence for all cities and special districts within Humboldt County. State law defines a sphere of influence as “the probable physical boundary and service area of a local agency.” All boundary changes, such as annexations and detachments, must be consistent with the spheres of influence of affected agencies with limited exceptions.
LAFCo generally reviews and updates spheres of influence every five years as needed. Sphere of influence amendments may be considered as part of the regular review and update process. In addition, property owners, registered voters, or affected agencies may also apply directly to LAFCo for a sphere of influence amendment. In these instances, an application form and deposit must be submitted in accordance with the LAFCo fee schedule.
